Peter Luke, county attorney and John McCarthy, county administrator, explained that a request for a referendum would have to be made by the school board and then approved by the supervisors. If the supervisors had voted down the resolution then the i school board could have requested a referendum but it would have to have been on a | special ballot because they were too late to include it in the November election. A ! request .for a referendum must be made to the Circuit Court 60 days in advance of a ; scheduled election to be included on the ballot for that election.

Gangel said the school board felt it was more cost effective and timely to request the resolution from the board rather than have to hold a ref| erendum. If the issue had ; been voted down in a referendum then they would be back to square one and would have done what they did but would have wasted a lot of time. Time, he said, is critical. Many people who spoke at the hearing echoed his comments.
