Hal Hunter submitted a build out analysis which attempted to see the effect the maximum capacity of the 1,241 parcels of land in Jackson District would have on the county.

The analysis states: If a home were built on all of the 392 available parcels of land, Jackson District would grow by 1,039 people, almost double its current population. Of the 508 parcels without residences, 57 are larger than 50 acres. If these 57 parcels were divided into 25 acre parcels “by right,” the number of build able parcels would increase by another 756, adding another 2,003 residents, for a total
