Through a process called “regional visioning,” the Rappahannock-Rapidan Regional Commission (RRPDC) is developing the fundamental elements of a regional plan. This regional visioning, according to the Commission’s brochure, is “designed to build regional identity, increase knowledge of the common interests that link our region, identify the topics that are important to our region, develop strategies to meet the challenges and opportunities of the next twenty years, and help identify priorities for Regional Competitiveness Act funding.”
The Regional Competitive Act referred to is legislation enacted in Virginia in 1996 to “enhance economic competitiveness for all regions of the Commonwealth.” The Regional Competitiveness Program resulting from the legislation “is designed to reward existing region
