The second change needed in Virginia’s capital justice system is an elimination of the 21-day rule. Virginia’s current law, the most restrictive in the nation, prohibits the introduction off new evidence more than 21 days after a final order in a death-penalty case.

That’s wrong. Any new evidence that comes to light after a conviction in a capital case should be submitted to a court for review.
