In addition, people with more severe driving infractions would receive larger bills.
For example, anyone convicted of driving while intoxicated would be fined $300 a year for three years above and beyond what they would normally pay for that citation.
“We all agree roads cost money and we don’t have enough of it,” said Albo at a news conference last week. “So here’s the choice, either we raise the fee for every single citizen in Virginia or we do what New Jersey does and raise the fees on those who abuse our roads.”

courthouse fee
Albo’s portion of the plan takes the New Jersey model a step further and adds a special courthouse fee to catch out-of-state drivers.
The fees, ranging from $100 to $500 depending on the severity of the infraction, would be paid at the courthouse when cases are resolved.
