College tuition and fees are on the rise, while financial aid for needy students wanes, according to a recent study by the Center for Community College Policy. At the same time, demand for a highly-educated workforce is projected to grow. RCAP is one of several new pilot programs created in Virginia with support from the Jack Kent Cooke Foundation to help address this new reality. RCAP will provide services to all students, with priority to lowincome and “first generation” students (those who would be the first in their families to attend higher education).
In addition to setting up regular and by-appointment hours for advising students and their families, Hope will be able to use grant funds to establish a College Access Resource Center at Rappahannock High School; the Resource Center will also be available for use by the Guidance Counselors.
