of thousands of dollars in excess tax credits go unused for lack of buyers. A new industry has sprung up to fill that need — people who broker tax credits. Lawyers, accountants, real estate agents, appraisers and others who match sellers and buyers for a fee, typically 8 to 10 percent.
The Rappahannock County Conservation Alliance (RCCA) would rather not do that. We prefer a neighbor-toneighbor approach. A local hunt club, for example, matches landowners who have excess tax credits with others interested in purchasing those credits. Sellers are happy to find buyers because sellers pocket money they would otherwise lose. Buyers are happy to find sellers because buyers then lower their Virginia taxes. No fee is involved.
