This paragraph is the Council’s diplomatic restatement of the eternal struggle for Washington and Rappahannock County governments: the balancing act between preserving a location’s unique character and maintaining a commercially viable functioning community.
The plan also points out this balance has been a source of some problems for Washington. As summarized in the Comprehensive Plan, “While working to retain its character, the town has had to face . . .the decay of its infrastructure and the burden of waste disposal.”
