Luke said he asked the SCC to split the hearings into two separate parts: one to examine the need for the new power lines and another to analyze the various route options.
If the SCC finds there is not a need for additional power, then the routing issue could be avoided, he said. That request was denied.
Dominion officials have said the new corridor is needed to meet growing electricity demand in Northern Virginia. Without more transmission capacity, the region will experience rolling blackouts by 2011, company officials say.
The Piedmont Environmental Council is leading the regional opposition to the new power lines, and PEC representatives are claiming Dominion wants to build the new right of way to sell relatively low-cost, coal-fired power to Northeastern states.
