Before a packed house last Wednesday, the Rappahannock County Board of Supervisors declared its noncontroversial belief that the Hughes River is scenic - and voted unanimously to support its slightly more controversial designation as such under the Virginia Scenic Rivers Program.
The vote came at the end of a particularly vocal and well-attended public forum at the county courthouse during which the designation was supported by most who spoke - including county landowners, both along the Hughes and otherwise, representatives of the state Department of Conservation and Recreation, the Scenic River Advisory Board, the Rappahannock County Conservation Alliance (RCCA), the Rappahannock League for Environmental Protection (RLEP\ RappFLOW (Rappahannock Friends and Lovers of Our Watershed) and the Piedmont
