Frazier and Chappell briefly shouted at each other, as Chappell tried to explain that the School Board attorney had advised him that Virginia's five-year statute of limitations had run out, making any legal recourse against the roofing contractor unlikely, and Frazier fired off a series of questions about bids, architect specs and the 1993 contract betweens the school system and Kenbridge Construction.
“There s no statute of limitations against shoddy workmanship, if that s what happened," Frazier said.
Chappell answered two of Frazier's questions in a letter sent to the supervisor the day after the meeting: Yes, the shingles installed were those specified by the architect for the project, and yes, Chappell had spoken to both Kenbridge and the subcontractor who installed the roof.
