After a sharp verbal exchange between the two at last Wednesdays Board of Supervisors afternoon meeting over the school systems plans to replace the Rappahannock County Elementary School roof, school superintendent Boh Chappell and Jackson District Supervisor Ron Frazier exchanged letters
In his. Frazier apologized for “my visible unprofessional behavior," adding: “While this was caused by my frustrations with your refusal to give me a direct or complete answer, 1 alone am responsible for mv reactions" Then, in the letter, he asked that Chappell make available the plans, bids and contracts involved in the 19% addition to the school. during which the roof in question - w hich leaks - was shingled
At the supervisors meeting. Chappell said that the roof replacement, an approximately $100,000 project to be paid for out of the roughly $173,000 in federal stimulus funds earmarked by the state for Rappahannock County Public Schools this year, will not be covered under the shingle manufacturers 20-year warranty. And that this is because the manufacturer, GAF, denied the School Boards claim, Chappell said Staples used to install the shingles, GAF said, were used improperly, Chappell said
