completion of final plans and specifications by January 15, 1979. These must be approved by both the federal Environmental Protection Agency and Virginia’s State Water Control Board, before construction begins, said Biddle, estimating that approval will be received within 90 days, after submission.
"But that's a real happy estimate,” he admitted. Biddle noted that he’d originally expected phase I design approval by August. Instead, the sewer system was delayed 15 months at the outset awaiting word from EPA. “The last time I made an estimate, it took exactly five times as long,” he recalled.
Biddle’s time table sets April 15, 1979, as the estimated time for the $800,000 construction job to go out on bids. Construction will take about one year.
Biddle reported that letters from the Water and Sewer Authority have been sent to all residences in the town that do not have bathrooms. If the owners meet income guidelines, they are eligible for "practically interest free” loans to install indoor plumbing, said Biddle. The loans from the Department of Housing and Urban Development will be repaid over a long enough period so that they will end up costing the borrowers only about 14 cents above normal monthly user fees, he noted.
