Most taxes are avoidable if a person is determined to avoid them. At the same time, if the state’s need for money must depend upon its encouragement of what is essentially a vice, gambling, where would one ask the government to draw a line when it comes to fund raising? A state lottery? Casinoes at Virginia Beach? (That issue is being voted on in Florida.) State operated adult book shops and movies? Licensed prostitution? (I once had a visitor from Germany who wondered why we didn’t have that.) If it will earn money, should any questions be asked? If so, by whom and on what basis?
