that among the poor there is prevelant a belief that their lives are not in their own hands; planning and taking responsibility are of no use, and if something good is going to happen, it will be by a stroke of luck, fate or chance. This attitude may be justified on the part of the long-term, chronically poor, living in an exclusively poverty-ridden milieu. It isn’t an attitude which makes wholesome society possible and it should not be the part of government to foster it.
What could be more cynical than a government leveying taxes among the poor or the middle class, by way of lotteries and betting institutions, encouraging people to throw their money away on the hope of a chance win? No one is trying to stop individuals from betting among themselves.
One can argue that betting is voluntary and therefore not a tax, but it is equally true that most taxes are voluntary— property, cars, telephones are voluntarily
