A number of new laws affecting transportation safety in Virginia will be effective July 1,1979.

New legislation passed by the 1979 General Assembly of statewide interest, according to John T. Hanna, director, Virginia Department of Transportation Safety, includes:

—Special license plates and decals for the deaf will be issued by the Division of Motor Vehicles to applicants who cannot hear or understand normal speech. Issuance of such plates will be limited to passenger vehicles and pickup or panel trucks.

—Overwidth or slow moving vehicles are required to leave the travelled portion of the roadway at the nearest suitable location when necessary to allow traffic to pass.

—Four-way flasher may be flashed simultaneously on a vehicle slowed or stopped at the scene of a traffic hazard or when travelling at a speed of 30 miles per hour or less, but in no other event while the vehicle is in motion.

—A driver of a vehicle involved in an accident
