Once the home improvement files are set up, this information will enable the Board to collect consumer complaint data on each contractor, including nature of complaint and manner in which the contractor reponds to the complaint.
The new law, Section 54145.2 of the Code of Virginia, defines home improvement contractor as any person or business who provides material or labor for repairs, improvements or additions to residential buildings or accessory structures where any payment of money or other thing of value is required.
All home improvement contractors must register if the business grosses in excess of $15,000 in any year or if any work requires a building permit.
Pre-addressed cards for registration will be available after July 1 from the State Board, local building inspection offices and offices of the Commissioners of Revenue. Most building materials and supplies businesses will also carry the forms.
Information called for on the cards includes name, place of business, place of residence and name of registered agent for out-ofstate corporations. No registration fee is required. Contractors who currently hold a certificate with the State Board need not register as a home improvement contractor.
The new law does not exempt contractors from taking out any licenses or bonds required by local ordinances.
