Easthani suggested that the following elements be included in the plan:
—criteria and basis for identifying gifted and talented students,
—estimates on the number of children at the elementary and high schools expected to be included in the program,
—recommendations for r identifying the participants’ special interests and goals and suggestions on special reading assignments, individual tutoring and counseling, additional homework assignments and periodic evaluation of the participants’ progress in the program,
—estimate an additional cost, if any, of a gifted and talented program and time frame for implementation.
With no discussion from the other school board members, Eastham's resolution was approved unanimously.
Eastham, in his presentation, noted that Dr. Bloomer had explained to him earlier why Rappahannock has failed to comply with the state mandate for differentiated instruction.
