Eastham also introduced a second resolution, instructing Dr. Bloomer to provide the school board with a recruitment plan to have all vacant teaching positions filled for 1980-81 by the August, 1980, board meeting. Bloomer is to present his plan to the board at the December, 1979, meeting.
“This last minute, last ditch fight to get our positions filled is detrimental to the operation of the schools (and) the superintendent is put in a bind where he has to choose between a rock and a hard place”—either hire an unsatisfactory person or leave a teaching position vacant,^ Eastham stated.
Eastham noted that his suggested timetable depended on continued cooperation from the Board of Supervisors in approving the proposed teacher salary scale at the earliest possible date.
