“We’re asking for fees as the participants are able to pay,” he said, adding that cost per family would be approximately $110 per weekend.
“I think you become commercial if you set a fixed fee,” Muth cautioned.
“We’re asking each family to contribute $60 if they are able with the Bishop picking up the rest,” Bain explained.
“Will you take nonCatholics?” asked Gardiner.
“We haven’t addressed that yet,” Bain replied, noting that families of mixed marriages would definitely be accepted.
Zoning administrator Evan McNear reported that the question had arisen as to whether a commercial rezoning was required. McNear said he consulted legal advice and had been assured that the BZA had the right to issue a special use permit for Bethany House. “It’s a church activity. In no way could it be considered commercial,” he said.
McNear added that the county’s zoning ordinance did not contain a special use permit number that exactly covered the Bethany House proposal and so applicaton had been made under the section that applies to schools in an agricultural district. “You have to understand the word ‘counseling’,” stated.
