People’s Lawyer
“I believe that the commonwealth attorney can also serve as what might be called a people’s lawyer. Serving as the people’s lawyer is not a duty that is set out by statute. However, under certain circumstances, there might be an occasion when the people’s interest requires representation or requires an advocate. In a situation of that type, I believe that the commonwealth attorney can perfqrm a very valuable role.
“To cite an example, one problem that I hear mentioned throughout Rappahannock County is the problems that we’re confronting with our telephone system. Recently, I read in the Richmond Times Dispatch where citizens in Hanover County scheduled a hearing before the State Corporation Commission to air their grievances with respect to the telephone system of the Merchants and Farmers Telephone Company of Hanover County.
