“This is a problem I’m very much interested in because I think the people of ^Rappahannock Copnty are having some very severe problems with the service they’re receiving from the telephone companies in this county. Whether I’m elected or not, I intend to take some action to bring this problem before the appropriate authorities in Richmond and provide the people of this county with an opportunity to air their grievances with respect to the telephone service they’re receiving.

Baumgardner: “Plea bargaining is part of our criminal justice system, whether we like it or not. Plea bargaining is mandated by two things: (1) our heavy court dockets and (2) the need for expediting the disposition of criminal cases.
“Because of these two factors, I believe in plea bargaining. In making this statement, I may not be
