Outdoor Recreation has already made an “internal decision” to approve the $63,837 matching grant if the supervisors give their endorsement, Bruce told the board. Then all that remains will be for Authority representatives to make a formal presentation to COR in Richmond later this month. The money should be available to draw against in January, Bruce said, adding that John Capelle. executive director of the Rappahannock-Rapidan Planning District Commission has promised to continue providing planning assistance until the project is completed.
"What’s the cost to the county?” asked Ed Foster.
“There’s no cost to the county,” Bruce replied, emphasizing that all maintenance bills for the rec center have been paid by the Recreation Center group and more recently by the Authority. “The Authority has never asked the county for money in the past and we don't intend to do so in the future,” she said.
Supervisor Charles Estes asked if the deed to the 5.6 acre rec site included any covenants that would require the property to revert back to the original donators of the land should it not continue in recreational use.
“It’s a straight out deed—no covenants or restrictions,” Bruce replied.
With that assurance, the board members voted unanimously to endorse the grant application and eventually accept title and responsibility on the property as the Rappahannock County Park.
