After hearing a report and recommendations from insurance consultant Samuel L. Rosenthal of the Industrial Insurance Management Corporation in Richmond, the board agreed to widen county coverage. Added were policies for "umbrella” coverage which provides an additional $1 million worth of liability and workers’ compensation. Currently, Rappahannock is self-insured for workers’ compensation which means that the county reimburses the state penny for penny for all approved claims.

The supervisors rejected two other optional policies: an “honesty” bond on county employees and “extra expense” coverage that would provide up to $10,000 to pay for temporary trailers in the event county office buildings are damaged for instance by fire.

“The county will find a way to continue carrying on its business,” Rosenthal acknowledged, giving “extra expenses” coverage low priority.
