Established to “preserve the traditional character and visual order of the countryside, towns and villages of the northern Piedmont region of Virginia," PEC’s early emphasis was on land use planning and town design. Its initial staff members were trained planners and landscape architects; it sponsored tours by county officials of carefully planned rural areas in England, and it drew the maps which helped PEC counties develop formal master plans.
