(b) Notwithstanding any contrary or inconsistent prwisionof the Code ot Federal Regulations now or hereafter adopted pursuant to subsection (a) of (his regulation, the term ‘recreational boat* as ueed in these regulations shall mean any motorboat or vessel manufactured, ueed, leased, rented or chartered primarily for non-commercial use.
