applicant is proposing to build an institutional facility for the confinement of physically or mentally impaired persons, a remote location again is totally unsuitable. The location should be near a hospital and convenient to public transportation.
Furthermore, the need to discharge waste water indicates that the facility should be on the banks of a large river where the discharge would have minimum effect. Such discharges should not be made into the Rush River which is a small stream.
The applicant should not be permitted to proceed on the basis of securing a commitment for revenue bond financing and then deciding what they in fact want to build and operate. If this approach were permitted, the county would have no assurance what the ultimate use would be. If the first plan turned out not to be feasible, the county could be stuck with a facility which would end up being used in ways even more undesirable than now proposed.
I respectfully urge you to reject the application of Rappahannock Group Homes.
