For example, in just one category, mental retardation, the needs of crib cases are generally met with primary care while the educable need qualified teachers for continuing education, occupational therapists for sheltered workshop activity, and, of course, the general needs of custodial patients in the areas of health, security, nutrition and safety.

The Joint Commission on Accreditation of Hospitals, a Chicago-based organization recommended by the American Psychiatric Association, issues standards and conducts surveys and accredits group homes. The standards cover the general areas of hygiene, safety, dietary supervision, staffing qualifications and standards for rehabilitation. Specifically, it deals with such things as use of r—twints, narcotics control, community planning for internal and external emergencies and evacuations, sewage and garbage disposal and many other problem areas.
