It is also my conclusion that approval of the Rappahannock Group Home application by the Board of Supervisors would involve a gamble not only with the future of Harris Hollow but also of Rappahannock County generally by virtue of the potential financial and environmental impact. The applicant simply has not presented sufficient information upon which a favorable evaluation of the far-reaching implications of the project could be based.
(1) Until we see the proposed advertising of the Group Home and/or adult facility, it cannot be determined what services are being offered and at what costs. Such advertising information would serve to define what type of facilities are being proposed. In addition, until this information is provided, there would be no binding specificity as to the nature of the project.
