To the editor;
The primary purpose of the Rappahannock Group Home Partnership is the creation of a 120-bed facility for mentally disabled adults. The proposed amendment adds on two units for the elderly but does not negate the original proposal. As the Securities Exchange Commission and the United States court system take a very dim view of people who issue bonds without intent of fulfilling the purpose of the bond issue we must believe that the partnership expects to fulfill its obligation to the bond buyers and to thereby increase our county population not only by 2 percent but by 2 percent under custodial care and mentally disabled.
Before any action is taken by the Board of Supervisors, I feel that the people of Rappahannock and the board deserve to know from the majority partner, Baron von Feilitzsch, exactly how he defines mental disability and what will constitute the population of the fadhty. To me, aa adnit is anyone over 18, and mental disability covers a multitude of ills — psychosis, drug addiction, alcohol abuse, mental retardation. Perhaps it means something else in Germany. Perhaps in Germany each category of patient is not treated as specifically as is recommended by American practice.
