The Rappahannock County Water and Sewer Authority (WSA) passed a resolution at a special meeting July 2 to permit the authority to borrow not to exceed $1,000,000 in anticipation of the receipt of grant money from the Environmental Protection Agency to pay monthly costs of construction of the Sperryville sewer.
The resolution, passed unanimously by a roll call vote, was the next step in the Authority’s plan to pay contractors’ bills without the long delay in waiting for reimbursement from the government agency.
The authority had previously determined that waiting for reimbursement was unacceptable, as it would drive up the bids submitted by contractors. Paying the bills with money on hand was also not acceptable, as the
