Governor Robb requested $6 million for funding through 1964-86, and established many new executive branch programs to help the Bay. The „ Legislature wisely added another $4.4 million and an extra $2.9 .million for other measures, a total of $13.3 million for two years.

Pennsylvania pledged $2 million to help farmers reduce pollution runoff into the Susquehanna River and additional programs to help clean up the Bay.

Currently, the Bay’s fish and shellfish alone approximate $766 million annually and provide directly and indirectly employment estimated at more than 500,000 people, including related industries. USS 341 proposes $10 million for each of four years, if states match the funds, with Reagan administration backing. Which brings me to an initative I propose and earnestly hope you will adopt.

1 propose that the Supervisors of Rappahannock County take a lead position in this state and declare an indefinite moratorium on any proposal of construction whisk osiild possibly or probably contribute to the degradation of the Bay. First and foremost is a prohibition against the downgrading of any stream. 1
