He stressed that the grounds for appeal were limited to the validity of the resolution.
After an executive session held to discuss land acquisition, the WSA passed in public session a resolution allowing Baumgardner to acquire the right of way over the property of Roy Alther to the easement and land previously acquired by the Authority from the Millar estate.
The final portion of the meeting dealt with establishing an agenda for the July 16 meeting, a meeting that the Authority agreed would center around questions for the project engineers.
Cilimberg agreed to draft a letter to Hank Gerhardt of Buchart-Home, outlining major concerns to be addressed in July. The concerns were:
• When the engineer would be ready to go to bid;
• When he could furnish a final and accurate list of the property owners involved, both those whose property was involved in the main collection line and those on the lateral residential lines;
• When the engineers would provide a revised schedule resulting in construction by the November, 1984 deadline;
