Virginia judges have been firm, too, according to Lane. Six supervisors in Lee County were told to comply within 90 days or go to jail, Lane said.
Supervisor Hubert Gilkey, who attended the meeting, said the process of meeting state animal-shelter standards already had begun.
Last week, Gilkey said he delivered a gas chamber—built to state specifications—to Mr. Bruce. The hook-up to bottled carbon-monoxide gas has not yet been completed, Gilkey said.
“We allocated funds in this year’s budget to upgrade (facilities),” Gilkey said. Plans called for concrete floors, new wire around the pen area and up grading of buildings, he said.
Still, the funding falls far short of the $30,000 to $40,000 needed to meet all state requirements, the costs estimated by Lane.
“We’re slowly making progress. We’re between a rock and a hard place as far as a place to put it,” Dick Latham, chairman of Rappahannock’s Board of Supervisors, said.
