An inadequate animal-shelter facility is a dark cloud that’s been hanging over Rappahannock for several years.
Residents who attended a meeting this week at which unacceptable conditions at the county facility were highlighted had every opportunity to jump on the negative bandwagon—to growl and snarl and snap about an antiquated dog pound.
They did come to attack—the problem— not the people involved.
