RICHMOND — A mandatory seat belt bill survived the closest vote possible Saturday night in the House of Delegates.
The final 51-49 vote indicated that some support for the measure had literally evaporated overnight. Only the day before, the House voted 57 to 39 with a show of hands to advance the bill to its final reading.
Del. Raymond R. "Andy” Guest (R-31st), who represents Rappahannock voted against the bill.
The bill’s chief patron, Del. J. Samuel Glasscock (D-Suffolk) said on the House floor last Friday that statistics have shown overwhelmingly that seat belts reduce deaths and injuries in highway crashes.
