Secretary of Transportation Elizabeth Dole is requiring that all new cars be equipped with air bags by 1990 unless states totaling two-thirds of the country’s population enact seatbelt laws by then. But Mr. Glasscock’s bill falls short of meeting the other half of the federal guidelines, which say that states must permit courts to consider as evidence in a lawsuit whether a person seeking damages was wearing a seatbelt at the time of a crash.
The bill will now be considered by
the Senate’s Committee on Transportation.
