don’t qualify,” Konick warned the Board. “There’s absolutely no hardship in this case.” (Hardship is another way to qualify for an exception). Konick said, “He (Silvey) is no different than everybody else in this county. If you grant it (the exception) that will undermine the ordinance and it will be meaningless.”
Commonwealth’s Attorney Peter Luke maintained that the Board could make the departure from the ordinance without breaking the intent of the law. Then he cited a passage in the zoning ordinance that he said gave the supervisors the authority ,to grant such an exception.
Despite Konick’s protests, the Board went ahead and granted Mr. Silvey the exception. The Board also granted an exception to a Mr. Allsbury whose property did not meet the slope requirement for subdivision.
Property Reassessment
Wayne Cilimberg told the Board that he was looking into the possibility of a regional approach to the upcoming land value reassessments. He said he would report back to the Board the cost to Rappahannock if all five counties contracted jointly with assessors.
Cilimberg asked the supervisors for a rough idea when they would be prepared to go ahead with the reassessment. The time settled on, which is not at all binding, is 1986 through 1987.
Sheriffs Request
During the meeting Sheriff John Henry Woodward requested permission from the Board to replace a 1982 Plymouth with 92,000 miles on it. This request was granted.
In addition, the supervisors asked Woodward to see about training one of his deputies to be an investigator. The State Compensation Board would have the final say in this matter.
Courthouse Renovation
In regard to the courthouse renovation, Clerk Diane Bruce cited the additions for the handicapped mandated by the federal government. These are an access ramp, a vertical chairlift, and a specially-equipped toilet.
Also, the Board declared that the fault in the courthouse roof constituted an emergency situation, thus allowing repairs to go ahead without putting the job out for bids. Bruce quoted a Front Royal contractor as saying the roof repair would cost $5,200. The Boanl instructed Commonwealth’s Attorney Peter Luke to draw up a contract for for the repairs. No times for construction have been set.
