worked to the best of my ability to carry out the spirit and intent of our zoning and subdivision laws in an effort to preserve and protect the unique character of Rappahannock County. I have attempted to enforce the law fairly, without prejudice or favoritism, and have recommended changes in the ordinances I thought were necessary.”
Referring to his position as zoning administrator, Konick said “It hfts not always been a pleasure...it is often unpopular to do things today that won’t affect us until tomorrow...”
Konick told the Board that his family immigrated to this country in 1905 and that he was the first of his family members to have the honor of being a public servant.
The day that Konick resigned, however, was not to be a quiet pne for him. When the Board, after short deliberation, appeared to favor the granting of a subdivision exception for a Mr. Silvey, Konick protested. Konick originally had approved the subdivision but later revoked it because “I was told that the 11.337 acre tract was a tract of record long before 1962, and apparently this is not the case.” The zoning ordinance stipulates that a family division exception can be granted if the tract of land in question is one of record prior to 1962. Konick claimed that Silvey’s tract was not one of record prior to 1962 and therefore the exception should not be granted.
With the Board on the verge of granting the exception, Konick erupted, “I just think that if you have a law, you ought to abide by it.” He persisted “What are you (the Board) going to say to the next person who asks for an exception? You’ll have to give them to everybody.”
Supervisor Latham responded by saying that Konick had granted similar exceptions. Answered Konick, “I have never granted exceptions that didn’t qualify.” When Latham repeated that Konick had indeed granted such exceptions, Konick said that he wished Latham would show him the record of it.
