Planning commissioner Newbill Miller, chairman of the committee working to revise the zoning ordinance, presented an idea for a compromise. Miller said that existing places of worship in the county could be designated in the ordinance, and that they would be given the right to expand, remodel or rebuild on their existing lots without having a special use permit. The places of worship designated would have to have health permits, abide by building codes and have highway safety approval for any changes
