“I would submit that almost every law we pass infringes upon someone’s freedom,” he said.
Mr. Glasscock also pointed out that the bill the House had recently passed raising the drinking age to 21 has been touted as a measure that could save 30 to 40 lives a year in the state. A seat belt law, however, could save about 200 lives a year in Virginia.
The law would not take effect until Jai ' 1986, and would apply only to dri md front seat passengers. Violators would be fined $25.
Exempt from the law would be people with medical excuses, rural newspaper and mail carriers and certain law enforcement officers.
Few delegates spoke against the measure on the floor of the House on Friday. One who did, Del. Robert B. Ball *Sr. (D-Henrico) said there is a glaring ommission in Mr. Glasscock’s bill.
“There’s nothing in this bill that says anything about the precious commodity we all have — children and grandchildren riding around in school buses,” Mr. Ball said.
The bill would apply only to people 16 and older. Parents have been required since 1983 to put their children under 4 in safety seats.
