Supervisor Nelson Lane, wanting to avoid such cost, asked Cilimberg if a cheaper, less extensive study could be done with satisfactory results. Cilimberg said he would want to include the health department in a discussion of what guidelines would have to be applied to a study.
Supervisor Richard Latham wondered about how the type of study could affect the county’s defense in court, if such a defense were required.
Chairman Gilkey had the same concern. “The study will have to have some meaning in order to be defensible,” adding that “We must determine how extensive the study will be. That will be the basis for our saying ‘No outside sludge’.” Gilkey said if PD9 can’t do the study then the county will have to do it independently. “The $10,000 may be very well spent.”
When Supervisor Charles “Pete” Estes asked about a preliminary study without the steep cost, Cilimberg said he would arrange a meeting between the health department and members of Rappahannock’s Solid Waste Committee to discuss the requirements of a sludge study.
