On March 17, Mrs. Ruth Clark was on her way to the clothesline to hang out some laundry, when she noticed a blue tag with a string attached. Her hands were full with the laundry basket so she kicked the string around with her feet and immediately assumed that someone’s trash had blown into the yard, due to the March winds. Then Mrs. Clark noticed an unfamiliar name on the tag, Casie West and after reading further she saw that the tag had a bursted yellow balloon attached. The tag read, “Hi, Balloon Finder”, Casie West of Brook Park, Ohio.
