questioned the motion before its approval. “I have a real problem with this motion because my understanding was that it was a mandated clean-up program in a problem area designated by the health department,” Johnson said. “The property owners in that area weren’t asked whether or not they wanted to be on the system, they were just supposed to be on. ”
Authority Chairman Bob Dennis said that the system was mandated, but that there are some properties that should have been included and they are not on the plan. “I think that the authority can put on the priority list for additional hook-ups properties that we identify that aren’t on the plan and we don’t understand why they’re not,” Dennis said. “The plan that has been approved by the State Health Department and the State Water Control Board, which is tied back into the federal grant mechanism and we are told that it is a very rigid system and we can build only those facilities in effect that have been approved, that plan turns out to have left out some folks who think they ought to be on, and we can’t point fingers as to why they’re off because the point is they’re not on.”
