During that time, when engineering surveys were taken, there were unoccupied buildings in the service area that no one thought would be occupied again, but the buildings are occupied now. “There were some people who apparently didn’t want to be on the system, and maybe because of what they did actually ended up not being on the system, who are now changing their minds,” Dennis said.

He said that the authority is receiving requests for service to vacant lots, too. “Under the grant program, which goes back to the federal clean water act of 1972 as amended in 1977, we cannot provide service with grant funds to a vacant lot,” Dennis said. “However, we’ll have a motion later on to ask the engineer to try to come up with an interim fee schedule for people who want to have service put in to vacant lots this summer to get it done, but they’re going to have to pay for it.”
