RAPPAHANNOCK COUNTY WATER AND SEWER AUTHORITY NOTICE OF HEARING Pursuant to Section 15.1 -1260 of the 1950 Code of Virginia, as amended, notice is hereby given that the Rappahannock County Water and Sewer Authority will hold a public hearing on May 29,1986, at 8:00 o'clock P.M. at the Courthouse in Washington, Virginia, to consider the adoption of an ordinance establishing rates, fees and charges relating to the Sperryville Sewer System Project. The Rappahannock County Water and Sewer Authority, at a meeting on March 6,1986, adopted, by resolution, a preliminary schedule fixing and classifying such rates, fees and charges. The proposed schedule of rates, fees and charges is as follows: SECTION VII - SEWER RENTALS AND CHARGES Sewer rentals and charges are imposed upon and shall be collected from the Owner of each Improved Property which shall be connected to and/or served by the Sewer System, for use of the Sewer System, whether such use shall be direct or indirect, and for services rendered by this Authority in connection therewith, which sewer rentals and charges shall be payable at the times and in the amounts as provided in this Resolution, in accordance with the following schedule of rates and classifications: A. RESIDENTIAL Each private Dwelling Unit - $154.20 per annum, payable at the rate of $38.55 per quarterly billing period. Each dwelling Unit in a double house, in a row of connecting houses, in an apartment building or in any other multiple dwelling shall be billed as a separate entity. If two (2) or more families use separate cooking and/or toilet facilities in an Improved Property, the sewer rental and charge payable hereunder shall be computed as though each such family was a separate user with a separate connection to a Sewer; B. NON-RESIDENTIAL (Commercial, Industrial, Clubrooms, Taverns, Fire Houses, Professional Offices, Hotels, Restaurants, Churches, Service Stations, Garages, Barber Shops, Funeral Homes, Beauty Shops, Dry Cleaners, Laundromats, Schools, Institutions, Hospitals, Public Buildings, Etc.) 1. Each Owner of a non-residential Improved Property which shall be connected to and/or served by the Sewer System shall pay sewer rentals and charges, except as hereinafter provided, of $38.55 per quarterly billing period, per equivalent Dwelling Unit, on the basis of equivalent Dwelling Units, as set forth in the following classification or schedule: Equivalent Category Dwelling Unlt(s) (a) Each hotel or motel, per 2 rental rooms or fraction thereof 1 (b) Each restaurant, club or tavern, per 20 seats or fraction thereof 2 per each additional 20 seats or fraction thereof 1 (c) Each church, fire company or municipal building 1 with Social Hall Vh (d) Each retail service station, automobile repair shop or garage, 2 bays or less 3 Each additional bay, over 2 1 (e) Each repair shop or garage without retail sales iy2 (f) Each barber or beauty shop, not attached to the residence of the Owner, 2 chairs or less v/z Each additional 2 chairs or less Vfe (g) Each laundromat, per washer 1 (h) Each funeral home 3 (i) Each Owner-Occupied retail store With fewer than 3 employees 1Each additional 3 employees or fraction thereof 1 (j) Each retail store With 3 employees or fewer 2 For each additional 3 employees or fraction thereof . 1 If over 3 employees, then in addition to the above each 20 front feet or fraction thereof of store 1 (k) Other Commercial or Industrial Establishments 10 or less employees 2 Each add’l 10 employees or fraction thereof 1 If shower facilities are provided 5 or less employees 2 Each additional 5 employees or fraction thereof 1 (l) Each school, public or private, having: (1) Toilet facilities only, per 25 pupils or fraction thereof 1 (2) Toilet facilities and cafeteria, per 20 pupils or fraction thereof 1 (3) Toilet facilities and gymnasium, per 20 pupils or fraction thereof 1 (4) Toilet facilities, cafeteria and gymnasium, per 15 pupils or fraction thereof 1 (m) Each car wash, manual or automatic 1 bay 2 Each additional bay 1 2. If two (2) or more private Dwelling Units, stores, offices, industrial units, etc. are connected to the Sewer System through a single lateral, or if two (2) or more types of use are made of the same Improved Property, the sewer rentals and charges payable hereunder shall be computed as though each such Dwelling Unit, store, office, industrial unit, etc. and each such type of use were a separate Improved Property or user with a separate connection to a Sewer; 3. Sewer rentals and charges for schools payable hereunder shall be computed on the basis of the average number of pupils enrolled during the regular school term preceding the applicable quarterly billing period. Employees, which shall include teachers and administrative and supervisory personnel, shall be treated as “pupils” for purposes of such computation; 4. Sewer rentals and charges for businesses or industrial units payable hereunder shall be computed on the basis of the average number of employees (including individual owners and employers) for the quarter immediately preceding the applicable quarterly billing period; and 5. If the Owner of any non-residential Improved Property (including any school) shall fail to provide this Authority with complete information required to compute the sewer rental and charge to such non-residential Improved Property, this Authority may estimate a reasonable applicable sewer rental and charge for such non-residential Improved Property and such estimated sewer rental and charge shall be the actual sewer rental and charge payable until the required information is filed; provided, however, that no rebates will be paid by this Authority if the information filed reveals a lower indicated sewer and charge than that estimated by this Authority; C. Surcharges for Industrial Wastes discharged to the Sewer System are referred to in Section IV. D. There is imposed upon each owner of each property connecting to the Sewer System a one time connection charge for each connection made to such Sewer System; The Authority shall not utilize monies collected under this paragraph for the purpose of defraying operation and maintenance costs of the Sewer System. E. The sewer rentals and charges imposed herein shall be reviewed annually as required by the Environmental Protection Agency, and revised, if necessary, to insure adequate funds are available for operation and maintenance.
