Earlier in Wednesday’s meeting, Colleen Sellins from the SWCB’s northern Virginia regional office explained regulations governing land application of sludge. Only class A sludge which has undergone treatment processing and stabilization to reduce pathogens can be spread in Virginia, she said. To be eligible for land application, sludge may not contain heavy metals or other potentially toxic substances in quantities deemed harmful to humans, animals, crops or groundwater, she said.
She maintained that land application should be viewed as utilization of a resource. It recycles nutrients,
