submit a closure plan. According to a letter to Mr. Clark dated April 18, the closure plan consists of final grades, cover, seeding, erosion controls and final slope of no more than 3:1.
“This plan should be completed by a registered engineer with expertise in these matters,” Mr. Forman noted.
In removing the two dumpsters to buy additional time, the supervisors emphasized that the Slate Mills green box was used primarily by Culpeper residents and the Chester Gap boxes by Warren County residents. Considering that, Supervisor Estes said he didn’t think it was asking too much to request Culpeper County to handle the trash from the Amissville area and Warren County to take Chester Gap’s refuse until Rappahannock’s solid waste disposal crisis is resolved. Mr. Estes and Mr. Gilkey agreed to contact the responsible authorities in both those counties to relay the petition.
Mr. Gilkey reported that a plot has been located “to lease or buy” for a landfill site. “We’re looking at one other possibility. Hopefully, we’ll be able to make a decision at our May 5 meeting.”
“We’ve investigated every alternative we could think of,” Mr. Estes added.
In a related development, Mr. Forman acknowledged in a letter to an attorney for landowners adjoining the current dump site that inquiries have been made by both Community Trash (which handles the county’s refuse disposal) and the board of supervisors “into the possible use of adequate (sic) land to the present landfill.” However, Mr. Forman noted in the letter to David Konick that “official preliminary approval has not been requested.”
(Under new regulations whieh took effect after the existing dump site was okayed, final authorization for a new landfill takes from six months to a year, Mr. Forman said last week.)
In a reply dated April 22, Mr. Konick asked if the term “adequate” was a typographical error and should have instead read “adjacent land.” He asked to be notified if and when preliminary approval “for this or any other proposed landfill site” is requested by the Board of Supervisors, Clifton Clark or Community Trash.
