Efficiency panel to meet
RICHMOND — Members of the new Governor’s Commission on Efficiency in Government will hear a Grace Commission member tell how that panel investigated waste in government.
George Goldberger, president of Citizens Against Government Waste and a project director for the Grace Commission, was to speak Wednesday during the first meeting of the new commission.
Gov. Gerald L. Baliles named Henrico County Del. Ralph L. Axselle Jr. last Wednesday to head the 26member commission that will recommend ways to cut waste and inefficiency in state government.
Joining Mr. Axselle, a Democrat, on the panel are Richmond management consultant James A. Remington, as vice chairman, and 24 committee members.
Mr. Axselle was chairman of the Regulatory Reform Advisory Board created in 1982 by former Gov. Charles S. Robb. The Governor’s Commission on Efficiency in Government replaces that panel.
The new commission is charged with telling Gov. Baliles how to increase the efficiency and effectiveness of state government, reduce governmental regulations on business and individuals and eliminate unnecessary competition between state government and the private sector.
Commission members also are to recommend how to reduce the amount of state government paperwork by 25 percent by 1990.
Other responsibilities include reviewing which state agencies and institutions could be replaced by private enterprise. It also will try to determine which of those agencies place the state in a position of unfair competition with the private sector.
