Robb’s files restricted
RICHMOND — David K. McCloud, chief of staff for Gov. Gerald L. Baliles and former Gov. Charles S. Robb, has placed the papers left by Robb on restriction pending a review for sensitive or privileged information.
The Richmond Times-Dispatch sought access to the Robb files in mid-March. But the request was denied by the governor’s office, the newspaper reported Friday.
The reason given for the denial was that some files may be protected by lawyer-client privilege or may contain material that is exempt from Virginia’s Freedom of Information Act.
Gov. Baliles, both in person and through a news release issued last Thursday, said a special review will be conducted to index the files. Eventually the papers will be sent to the Virginia State Library, he said.
State law requires each former governor to deliver 10 the state library “all correspondence of his office during his term — provided that this shall not apply to correspondence of a personal or private nature, the decision thereon to be made by the governor. ”
Gov. Robb said he kept some files that were “of strictly personal interest.”
Mr. McCloud said the former governor left files concerning legal, personnel and some policy matters. “There will be no attempt to remove material not related to personnel or legal matters,” he said.
